Performing a full review of the business plans submitted to Sofia municipality in the field of communal services, including: review of the adequacy of the proposed levels of service, analysis of the proposed capital investment programme, financing plan and financial performance.

Development of public procurement documentation for one of the largest municipalities in Bulgaria aimed at improving its public transport services. The assignment also included the development of various technical specifications.

Led a feasibility study, commissioned by a local authority, which included: identification of investment needs, development of alternative scenarios, CBA of selected scenario, development of grant application submitted for funding under one of Bulgaria’s operational programmes.

Performed country-wide study to determine the long term capital investment needs of the regional water companies in Bulgaria and prepared short, medium and long-term high level investment plans. The outputs of this assignment were used by the World Bank to prepare a National Water Sector Strategy for Bulgaria.

Leading a team of international and local experts for the delivery of a large project aimed at identifying a pilot water company to establish PPP, as well as conducting benchmark analysis, operational due diligence and preparation of investment plans.
